Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from various governments. Significant resources is expended on restraining particular approaches. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from Russian territory, a capability provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.
Persistent Threats
Following this, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new initiative from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a premise familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to relinquish the territory that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, Washington does nothing to deter Moscow, through words or deeds, from believing that the current condition will not change more in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but averting a entire defensive failure until situations evolve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
